Welcome aboard the Determination Bringer. Beholder: Conductor spins the Beholder series off into a new setting, appointing you senior conductor of a legendary train that citizens across the vast country are happy to see arrive in their cities. Maintaining order in your assigned carriage and assisting passengers along the route becomes the daily job, using reporting, intimidation, searches, and outright ejection as your primary tools, since the conductor, as the game reminds you, is always right.
Monitoring everyone who boards means deciding what to do with fare-evaders, observing and reporting suspicious or unauthorized activity, and searching baggage for prohibited items before calling the police on anyone caught with something they shouldn't have. Moving up through the train unlocks access to the dining car and VIP compartments where high-ranking officials and industrialists ride, and keeping an eye on fellow colleagues, reporting bribery or the transport of banned goods among them, doesn't go unnoticed by the Ministry watching from above.
Earning trust from higher-ups eventually opens up secret missions, with their level of secrecy tied directly to demonstrated loyalty, and successful completion rewarded with bonuses or even promotions. Smugglers occasionally offer risky but profitable side arrangements along the route, and visiting various stations and remote corners of the country forces increasingly difficult decisions that determine the fate of passengers, colleagues, and ultimately what kind of conductor, and person, you actually turn out to be by journey's end.
